Dress progress

So I've still got a ways to go with this dress. But here's my current progress. I have attached all the top doilies. I still
Need to attach the bottom doilies that I have done and then make more. I will also be making a shoulder shrug like the one below too I I have time

    Also around the top
    Is not sewn to it yet. That blue space will not be there.
